It is possible to use actual tissue to make paper roses. The challenge is to find a tissue that will not completely shred when manipulated. It also requires a lot more care in assembling, as the tissue does not have the fiber strength of other papers.

Crepe paper is traditionally the best paper to use to make paper flowers. Crepe paper can stretch and can easily be shaped into petals. The better the quality of the crepe paper, the better the flower appearance. Lower quality crepe paper is thin and also has a tendency to tear without a lot of stretch. While good paper costs more, the end result can be quite realistic in appearance.
