Do scarecrows really keep away crows?

Not really. When crows find a field with a scarecrow, they might be scared off the first few times they see it, but they are smart enough to assess the situation from a distance until they realize that whatever the thing is in the field, it isn't moving and it isn't going too. Then, they let each other know through their caws that there is no danger in the field and then they all come to eat, totally ignoring the scarecrow. This is why when you see scarecrows around Halloween in illustration or decoration, they are often seen with a crow sitting defiantly on their shoulder.

Will the scarecrow prevent the birds and rabbits from coming into my yard?

Not always. even the best scarecrow will out keep everything out. Birds and rabbits are used to other predators besides Humans so they will eventually come to a food source. However, if you got creative and made an owl or other predators it may keep them out a little better.

Scarecrows are meant to either be decoration or to help keep birds and predators away from produce. Making a really scary one (as you say) might not be the best option. I encourage you to work it out with your neighbors. I know it can be hard, but it's worth it to have a good relationship with them. And who knows...maybe one day you and your neighbors will build fun scarecrows together!
