It should - signs work on all editions of Minecraft. Maybe it's lag, or you're in a server that doesn't allow for it. Try resetting your system and see if it works after that.

You can place signs on top of or on the side of most blocks, including non-solid blocks or blocks that aren't entirely full, like glass, fences, other signs, slabs, etc.

Yes, you can birch, oak, dark oak, acacia, spruce, and jungle wood signs. You have to use 6 of the same wood type to make one though.
