Rarely. You can coexist with cedar apple rust, or try to remove the galls that form. Be aware that spores can travel through air easily, however, and removing the galls may not help. There are a few pesticides you can use for prevention.

My cedars are all brown. The roots are still drinking water. Can they come back?

It is all dependent on the extent of the damage, and the source of the damage. In general, however, if most of the tree is brown, it's probably not worth saving. If portions of the tree are brown, they can be pruned. The tree should then recover if fertilized and watered appropriately.
