I can't upload my children's picture book manuscript because the program tells me it has only 16 pages even though it has 32 pages. Do you have any idea what the problem might be?

If it's a picture book, it might be because the file is too big. Kindle only accepts pictures over a certain amount of megabytes, so the pictures might not show up, or only show up in file form. Contact them directly to find out what they need you to do.
