Peel it off slowly and carefully. If it's a newer sticker, it will probably come off in one piece, but if it's an older sticker, it will probably be brittle and come off in pieces. Also, if you scrape it off, be careful, because the paint under the sticker might be compromised.

The problem is that the bumper sticker is dried on and has no adhesive, so I can't peel it. Any ideas?

Go to the auto parts store and buy a decal remover. It's a rubber disk mounted on a shaft that you place in a drill; while spinning the drill motor, use the rubber disk to remove the sticker without damaging the vehicle finish.
