    Sure, you can sand off the rust down to bare metal. You can even do this with an electric sander too. You can blast off all the rust and the paint using a specific sand blaster machine in a workshop garage. Then, you can prime it and re-paint it over a new color. But make sure you don't wipe off the serial number under the bike.

    An electric sander will do the job or what is more efficient is an "air-sand blaster" that takes off all the rust and paint too. But that's more costly to your pockets. You can get a professional to do the removal of rust and its paint. Again that's costly but you can have the guys repaint it to a fancy color.

    It won't. It only loosens rusty parts, it doesn't remove any rust off any part of the bike. Try sandpaper instead. Eventually it be all clean and shiny. And then you prime it and repaint it over to the color of your choice.
