You could send a general tweet letting the person know you’d like to be able to contact them privately, or if you know one of their followers, perhaps ask them to forward a message for you.

On mobile, you should see a time stamp at the bottom of the screen, directly beneath your last sent message. If there is also a checkmark next to the time stamp, your contact has received and read your message! The Twitter site messaging menu is a little more ambiguous, but Twitter will always let you know if your message was unsuccessful in sending.
