How do I transfer pictures to LED candles?

You'll need wax paper, tissue paper, regular paper, and a hairdryer. Print design on normal paper, copy on tissue paper, then to wax paper over it, and finally heat it with a hairdryer until picture is melted on.

Which printer is most suitable for this purpose? Should I use a laser or inkjet printer?

You can use either but the laser works better for this purpose, possibly due to the fact that inkjet seems to use more ink so the paper becomes wetter. This is just my personal experience. There are a lot of videos and tutorials on YouTube where people have used inkjet printers with no problem.
