Aeration twice a year (with soil more dry than moist) and leaving the plugs to naturally break down will help greatly. Top dress with a light topsoil and sand mixture by spreading it out in 1/2" to no more than 3/4" deep and rake in smooth to help loosen the compacted soil.

Do it all on the same day; watering for 20 minutes every other day encourages the grass roots to "go shallow" instead of deep and strong. Deep and strong encourages drought/disease resistance. Too much fertilizer can "burn" the grass; I have found Scotts Lawn Care program to be ideal.
