It depends on what TV you have. If you have a modern TV, you will have to buy the cable for it. You see, PS2s were made a long time ago, for older TV's. They weren't designed for flat screen or HD format. Don't be surprised if the picture quality is bad too.

What can I do if my PS2 isn't reading CDs?

I've had the same problem! I tried cleaning the disc, and then used a laser-cleaning CD that has microbrushes on the bottom to clean the laser that reads your disc. If that doesn't work, then I would suggest replacing your PS2 with something more modern.
