How do I edit a canned response?

You insert the current version using the "insert" part of the canned response menu. Once the e-mail has the old version, make your updates in the compose window, and then select the same heading under the "save" part of the canned responses menu. This should save the newer version under the same name for the next time you insert it.

When I click on "canned responses" no menu pops up for adding new canned responses. Where do I find the place to add new responses?

You have to compose a new message, and within that new message window (bottom right, options button) you can save your message as a new canned response (a window pops up asking you to give it a name). Once you create a filter, there's an option for you to specify which response you'd like to use.
