Why would Google ask me to create an account to enable me to watch certain YouTube videos?

The videos you're referring to are private, not public. Anyone can watch a public video, no matter whether they're logged in or not. Only certain logged-in users are able to watch a private video. You need to be logged in and also have permission from the private video's uploader. An email address is required to view someone else's private video since it's the only way you can securely receive the link.
