Go to the App store. Go to search. Select your account in the upper right hand corner. Select the purchased tab on the top. Choose "My Purchases" and browse all your downloaded apps.

Try using the search option above the screen in the Files app or try searching your iCloud drive. If you still can't find it, you probably didn't download the files or they have been deleted. Little odds is that your iPhone could have a virus that even Apple itself can't prevent.

The File app should be on your homescreen by default when you first buy your iPhone, but if it's since been moved or deleted, you can swipe down on your home screen, which will bring up a search bar that you can use to search for Files, and open the app. Alternatively, if you're running iOS 15 or later, you can swipe left until you reach the App Library, and find the files app there.
