Ditto is a great Pokémon to catch in most Pokémon games as it can breed with every Pokémon except legendaries, genderless Pokémon and Nidoqueen and Nidorina. If you want to catch a Ditto in Pokémon Emerald, then you came to the right place!
Steps

Defeat the Elite 4 with some powerful Pokémon.

Go to the Fossil Maniac's house in Fallarbor town, near Meteor Falls. You can get there through Rustboro City if you want.Advertisement

Go into the Desert Underpass. The Pokémon there you can find are:
- Ditto 50% Lvl. 38-45
- Whismur 34% Lvl. 35-38
- Loudred 16% Lvl. 38-44

Catch Ditto and proceed to the end of the cave and get the other Fossil you didn't get from the Tower in the Desert near Lavaridge.
