Cracked Stone Bricks cannot be crafted, so the only way to get them is by smelting them or mining them from where they naturally generate.

Getting Cracked Stone Bricks in Minecraft

Cracked Stone Bricks must be smelted or mined. To smelt Cracked Stone Bricks, you'll need to put one Stone Brick block and 1 fuel into a furnace, blast furnace, smoker, or campfire. Cracked Stone Bricks are naturally generated in strongholds, ocean ruins, igloo basements, ruined portals, and trail ruins.
