Download Google Hangouts from https://hangouts.google.com/ . Click on the menu button, then choose the appropriate app from "App downloads".

Tap on "Calls".

Tap on the dialer. This button is in the bottom right corner of the calls screen.

Tap in a ten-digit phone number to dial. You can only make phone calls to US and Canada. You cannot make phone calls elsewhere in the world without a subscription.
