    Measure the length you want the skirt to be—wear the shoes you'll wear with the dress while you do this. Add 5/8" allowance at the waist seam and at least 1-2" for the hem in case you want to even the hem later.

    Gather the tulle by using a loose stitch, either by machine or hand stitching. Pin the new skirt to the waist seam of the original skirt to secure it in place, then sew it with your machine or small hand stitches.

    I would recommend netting, or whichever is stiffer. You'll need the support. Also, I would recommend wearing a long slip underneath, as both tulle and netting can feel quite scratchy and may be irritating to the skin.

    I have a dress with tulle. When I walk, the dress makes alot of noise. Is there any way to fix this so there is no ruffling noise?

    The easiest way to deal with this is to just hold it while you walk. You could also puff up the tulle a little bit, so instead of ruffling up against the other layers, it would then just sit on them.
