Take the biggest step that you're comfortable with, no matter how small it is. If you're afraid to leave your house, don't go running a marathon just to force yourself out. Start by touching your mailbox and running back inside, for example. Say hi to this person, ask how the day went. Listen more than you speak.

Oftentimes it is best to just introduce yourself and tell him the truth. So you could say something like "Hey i have noticed you here many times and you seem like an interesting person. Whats your name?". It's not as important what you say as how you deliver it to another person when you first introduce yourself. Be as relaxed as possible and give him a good time. The rest will follow naturally.
