There’s no way to make them smarter, but you may have made a mistake in your village housing. If you made a custom village, you need to place beds in your village houses, as villagers now register beds as a house instead of doors. Otherwise, it may be because you may have placed random beds outside. If it still continues, you can go report the otherwise a bug at bugs.mojang.com. When reporting it, make sure to make it very detailed and include pictures of the bug; you may need video links.
