Start troubleshooting with one cell to determine if you are using the right contacts, then connect a second cell and figure out if the voltage is doubled (serie) or the current is doubled (parallel).

    Drill 2 holes at the end of each row of cells for all the tabbing connections to go through to reverse of mounting board, this allows all the bus wires and other components to be hidden on the reverse away from view; it also allows the front to be lowered to just above the thickness of the cells and so the edging can be made so much lower than when other thicker components are present on the front face of the board. This allows less shadowing when the sun is at an acute angle. Everything on the rear is exactly the same as when front-mounted.
