Why didn't a song I paid for show up in my iTunes library?

Go back to the store and look for a "download" link where you bought the song. If you can't find one, check for any receipt or proof of purchase documents that may be stored somewhere in your account. Also, try restarting iTunes and repeating the above steps. The last option is to use the drop down bar; under library, select "Turn on Home Sharing" and complete the sign in request. If nothing works, you'll have to purchase the song again.

Is it possible to copy purchased songs from iTunes on to an Android device?

Yes. Just connect the Android phone using the USB cable that came with your phone to your computer. Then, open the music folder then look for iTunes, then iTunes media, then music and then the artist's name and the folder that contains the album. After that, all you have to do is to copy and paste the folder to your phone storage.
