My '99 Toyota occasionally makes a rattling noise in the front wheel. What could it be?

If your Toyota is a FWD car then it could be the CVs. If you hear clicking when you turn at low or medium speeds then the CVs will have to be replaced, being a Toyota it wont be THAT expensive. If it occurs when braking then it may be your brake pads which, again being a Toyota, won't be that expensive to replace.
