  • Question
Should emotional expressions be limited while in parliament?
    Community Answer
For the most part, yes. Everyone should be focused on conducting business in a professional, appropriate manner. That being said, it can be useful to show your passion sometimes, within reason.
  • Question
How do I start a meeting?
    Community Answer
Greet everyone and ask if there are any corrections that need to be made to the previous board meeting minutes.
  • Question
How do you undo a motion that has passed?
    Community Answer
You must raise a motion to Rescind or Amend a Previously Adopted Motion. However you must not interrupt a speaker whom has already been granted the floor. Your motion must be voted on, requiring the majority of the house to vote in favor in order for your motion to pass.
  • Question
How many people need to be there to vote?
    Community Answer
A quorum should be present. A majority of members is required for a quorum in Congress, but many societies regulate that a small assembly is sufficient, or are more specific, such as having a third of members there to change any rules, but only a quarter or less to decide on other matters. The size of a quorum is defined in the organization's regulations - big enough to represent the will of its membership, small enough that the attendees can generally proceed with the business at hand. All members should be notified of the official meeting time.
  • Question
Can the presiding officer propose a motion?
    Community Answer
Yes. Usually, in order to remain neutral, the chair doesn't make motions but entertains them. A member then makes the motion that the chair just entertained. However, nothing prohibits a chair from making a motion. In small bodies, they often do.
  • Question
How do you close a meeting?
    Community Answer
One member makes the motion to adjourn after being given the floor. The motion requires a second, and it cannot be debated or amended. A simple majority passes it. Even in representative bodies, it is usually taken by voice vote, because there's rarely any controversy.
  • Question
Can the secretary make a motion to approve their own minutes?
    Community Answer
Secretaries aren't prohibited from making motions under Robert's Rules. They could, and because I'm both the Secretary, and the only person who understands parliamentary procedure on my council, I often do. It is probably best if the chair entertain a motion to approve the minutes, but there's nothing wrong with the secretary making the motion themselves.
  • Question
Can a husband and wife be on the same board?
    Community Answer
No, for the sake of delicadesa, because they have two votes against other members present.
  • Question
Do all members need to be present in order to elect a chair, cochair, and secretary? If only 1 person volunteers, do we still need to vote?
    Marg Menzies Harrison
    Community Answer
A quorum is needed for all meetings and if only 1 person is interested in holding a specific office, they can be acclaimed to that position; therefore no vote is required.
