The White House is a publicly administered facility, so it is open to the public and it is possible to take a tour of the facility, provided that you schedule a tour in advance with the relevant group responsible for hosting the White House tour. That being said, seeing the president on the tour is rather unlikely for a variety of reasons, foremost among them security concerns and scheduling conflicts, since the president spends a lot of his time out and about.
