Yes, it can. To re-bleach orange roots, it's best to use foils so you get an adequate separation of each section. Also, I'd suggest using a color that's about a half-shade darker blonde than what you have on the rest of your hair to create a shadow root. That will create a very natural fade from the roots to the rest of your hair, and it will also help you grow out your color better.

I used bleach then platinum blonde toner and my hair come out ginger on the roots and ends. My hair was very blonde before this, but I am naturally dark brown. What can I do?

Either you used a very cheap bleach, or you didn't leave it in long enough. Generally when I bleach my hair I leave it in for at least an hour, and I use L'Oreal Quick Blue. I have been able to take my hair from black to blonde. You might try a purple shampoo, or just bleach your hair again.
