"Positive counts mean that more low cards are in the dealer's deck, while negative counts are indicative of more higher cards in the deck." Isn't it supposed to be the other way around?

No, because you're counting the cards that have come out of the deck, instead of those that are in it. If you have x-ray vision and can count the cards that haven't been dealt yet, then you can reverse it. The goal is to bet when there are more high cards in the deck, as that increases the chance of winning. If there are more low than high cards in the deck, it means there are more high cards still in the "shoe", giving you an increased chance of winning.
