Usually you should write the song or pick your music before you animate. After that, match your music with other sounds in case if it's a music video. Once that's done, create an animatic (a quick sketch of your animation) and try to match movements, lip sync, and beat marks in order to match the music. Once you have the animatic matched with the music or song, start the final animation process for the sequence. Most animations that have music in them usually have the character move in motion with the music. So if you use a software, try using a scrubbing tool to play the music while your animating.

Drawing over live footage to create an animated film is a technique that's been around since the early Disney classic days. It's not used much nowadays because hand-drawn animation is much more expensive and time-consuming than CGI. The simplest way to do this is to add it over the video using a text tool in your video editing software. You can also add subtitles as an optional setting if you use YouTube. However, it is worth noting that regardless of how you add the subtitles, you cannot rely on computer translation tools, nor can you rely on auto-generated subtitles of any kind, as they will both be inaccurate. You need to know the language yourself, and manually add the subtitles.
