I think what happens is that they're already breathing so quickly that focusing on inhaling more air just makes the problem worse. If breathing exercises don't work for you, don't do them. There are plenty of other ways to fight your anxiety.

Resolving anxiety has a lot to do with coming back into your body and environment. Try relaxing your body and focus on the chair you're sitting in or the ground you're standing on. Close your eyes and let yourself melt into the chair or the ground. Then, focus on your body and cool you're breathing. This is very likely to help cool your nerves.
