This won't affect outside replies though. If someone replies to your comment on someone else's video, their comment will not be hidden and there is nothing you can do about that.

That should stop them from commenting on your videos. But if the user is harassing you on videos that are not your own, you can't do anything. Your best option is to simply ignore them; trolls are desperate for attention and when ignored, they will get bored and move onto something else.
