Usually this would be a problem, but Harley Quinn is very unkempt, and has anywhere from slightly above shoulder length, to about down to part of her rib cage. You should be fine, but if you worry too much, put your hair into ponytails as said, and twist them so that the top looks like a bun, but still has the signature ponytails, and use an elastic (preferably one of those disposable clear ones) to hold it into place, and color and tease as needed.

If you don't have any dye or can't use it on your hair, use a red and a blue scrunchie (or black instead of blue if you are a blonde and you are going for the classic look) and tease as said above. Also, if you want only a little color you can buy clips with fake colored hair that you can cut if it's too long, or put ribbons in your hair in the same colors that you need.
