    Use baby oil and if that does not work then put the tattoo under bearable hot water and rub it off with some soap. A loofah might help for the last bits but don't scrub too hard.

    If you have an old perfume, you can use that instead since it is largely made of rubbing alcohol. Whatever you use, be sure to wash off the alcohol with warm water and soap, then moisturize well.

    Using nail polish would have to depend on where you are putting your tattoo, the only bad place to use the nail polish is the face, your eyes will burn up even though you don't put it near the eyes. Also when removing, nail polish remover makes your skin dry, maybe removing it with something else would work. If you don't have baby powder, use cornstarch instead.

    If it starts to smudge, then there is a cause. Try to hold it as far away from the tattoo as possible, but still get a good amount of hairspray on the tattoo. If it starts to run even though, dab it off very quickly and get a cotton swab/Q-tip and swipe away the excess with hot water.
