    It depends on what you battle to get EVs, what items you use, and whether or not you have Pokerus on your game. Just by battling in S.O.S battles in Sun and Moon without items, it can take a few hours; with items and Pokerus, that amount of time will be cut to less than half an hour.

    EVs do not equate to stats. In a level 100 pokemon, 4 EVs will increase a stat by 1 point, but even still, Pokemon have different base stats. It is also important to consider the difference between IVs and EVs - IVs cannot be affected, EVs can be trained up and reset, and base stats are a base for a Pokemon's stats. Leveling up also affects stats. It's very complicated how all of it works, but for your final question, yes, you count HP. It is a stat.

    You must be confused how the power items work. They halve the speed of a Pokémon in battle. But after the battle, the Pokémon holding the item gains 4 EVs in the corresponding stat. And there is the Power Anklet, which halves speed in battle but gives 4 EVs in speed after the battle.

    There is no best level. EVs will affect your pokemon's stats, and they affect them more at higher levels. Vitamins will cause a jump in your Pokemon's stats at level 100, but if you give it at level one, when it levels up, it will gain slightly more, so there is no best level.

    If they also have the same nature and IV, then yes. If not, then no. It is extremely rare that two Pokemon have the same IVs. (IVs are another big part of training competitive Pokemon, so read up on that.)
