    It's expected that you eat the contents of the soup and don't just drink the broth. If you are at a restaurant and only want broth, you'll probably save money by asking for the broth by itself, rather than pho.

    It is polite to drink the broth. However, if you are at a fast-food restaurant, it does not really matter (similar to how sushi etiquette doesn't apply to a cheap fast-food restaurant).
