    In general, I would say no. However, different kids have different maturities and may be able to safely use chisels and sharp tools. Even if they can be trusted to safely use these tools, supervise them at all times and be sure to use the proper safety gear.

    I'm going to be engraving blocks of wood with a lot of text that needs to stay consistent throughout the entire design. How can I do this without any expensive tools or materials?

    As far as the layout goes, you can easily transfer a printed image to the surface by using carbon transfer paper or a toner print and acetone. From there, your most valuable tool will be patience. If you have access or can pay someone for their services, a CNC router or laser engraver is the quickest and most repeatable method for engraving.
