You're probably trying to evolve it during the daytime. You have to evolve it during the nighttime. Pokemon Moon's in-game clock is 12 hours ahead of the console's clock.

It is probably because you didn't level it up to 25 at the right time of day. If you have Pokémon sun, then it must reach level 25 at day, if you have moon then night. And in the unlikely event that you level it up at dusk, then it wont evolve into any form.

Yes you can, although this temporarily suspends certain time-based events, such as the Festival Plaza shops re-stocking (they lose all their stock for about a day), or the lottery in Hau'oli City. If you don't care about that happening, you can go ahead and change the clock. However, if you don't want to suspend those events, you'll have to wait until it's daytime in the game, or, if you're playing US/UM and you're far enough in the game, you can visit the reverse world, which inverts the time of day (need Solgaleo, Lunala or Dusk Mane/Dawn Wings Necrozma in your party). US: Can only enter at night, and will invert to day. UM: Can only enter in day, and will invert to night.
