Do I really need to bring my Pokemon to level 70 to get Rayquaza? Because I only have level 50 Pokemon.

You can go with level 50s, but it'll be really hard to survive the attacks while slowly bringing down Rayquaza's HP.

Your gyrados should be good if it knows any ice type moves. False swipe is also good for not fainting Rayquaza. Latias should work if it has dragon type or ice type moves.
