    You can bring the device to either an Apple store or your carrier store to get the passcode. They just need to be able to confirm that it is indeed yours, and then you're set.

    I put in the wrong passcode on my iPhone and now it's locked. How do I unlock it without losing my contacts and other info?

    If you enter the wrong passcode too many times, it's now locked and this won't work. For it to work you need to put it in recovery mode or restore the iPhone.

    Do I need an internet connection to use this method of getting into a locked iPhone?

    If you are restoring it then yes you will need a internet connection. This won't work unless you are connected to the nearest WiFi.
