Can these tolerate full sun in Arizona? Are they annual or perennial?

They can tolerate full sun, but you might want to water them more often so they don't dry out from the intense heat. Bell peppers usually want 5-8 hours of sunlight. Otherwise, they start to wilt. Bell peppers are perennial so you do have to replant them each year.
