Is mixing topsoil and compost okay for potting plants?

Yes, with some additions to improve aeration and drainage. I use topsoil (garden soil from a local nursery) and add coarse sand, vermiculite, sphagnum peat moss, and compost. I use about half topsoil and roughly equal parts of the others. Perlite is a good addition to improve drainage in heavy soil.
