From a technical standpoint, there's no best and worst. I'm not a fan of the PWPs suggested by lazy villagers. I don't really like the illuminated things, either, because during the day they aren't very pretty.

Silver shovels are the ones you get automatically. Gold shovels, however, are received when you bury a shovel for at least 24 hours. This requires owning two shovels, or having a friend to help you bury it.
