Yes. If you insert the Windows 98 installation CD while Windows 95 is running, you should be given the option to upgrade there and then. Alternatively, you can place the CD into the computer while it's turned off, then turn it on, go into your boot menu and boot from the CD to install. If you use this method, be careful, as you might end up formatting your hard drive inadvertently. Be sure to back up your files before attempting this.

If someone has a lot of DOS programs, installing Windows 98 onto either a Virtual Machine or real hardware will allow that user to use those programs again. While some DOS programs may run on newer machines, they may run into compatibility issues.

As long as the computer meets the minimum requirements for Windows 98 (355MB Storage, 16 MB RAM (24 for Windows 98 Second Edition), Intel 80486 66MHz or higher processor etc) it should install fine. You may run into trouble with RAM amounts higher than 512MB, some modern processors (if installing on actual hardware) and hard drives larger than 137GB but there are work arounds for such issues.

If you install Windows 98 on, say, your Windows 10 computer, is there a way to boot into Windows 10 again?

It depends which drive the operating systems are installed on. If you wiped the Windows 10 drive in order to install Windows 98, you won't be able to boot into Windows 10, however if you installed Windows 98 onto either a separate drive, or a partition of your Windows 10 drive, you will still be able to boot into Windows 10.
