Is it enough to know just 4,000 Standard Chinese characters to be able to read a newspaper in both Mandarin and Cantonese dialects?

No, Mandarin uses simplified Chinese whereas Cantonese uses traditional Chinese, which means that they are written differently; however, some words are similar so you might be able to guess them!
