Cream eyeshadow works great as a base for powder eyeshadow. Apply a layer of your cream eyeshadow, then apply powder eyeshadow on top. The cream base will help the powder stay on longer.

If I use coconut oil to make cream shadow, should I add either cocoa or shea butter to it so it doesn't run or get too thin?

Coconut oil has a very low melting point, so I would recommend using beeswax to help firm it up as a base for the eye shadow.
