Why is there a wooden base at the bottom if it is supposed to be hung up?

To keep the carpet in place and prevent it from falling due to gravity. When you hang the bag, the carpet may slip from the PVC, and the wooden base prevents this.

How high should the punching bag be hung?

That depends on how tall you are. Will anyone else be using it as well? If the bag is just for you, hang it so that the top of the bag is at the very least about head height. But ideally, making it a little taller than you are is good if you plan on practicing head kicks. Remember you will generally widen your base when striking, and in doing so become a few inches shorter in theory. So you might be able to adjust it to the height of your normal height and be fine.

Can I leave out the pipe and just use the rug and duct tape for a punching bag?

You’ll struggle and go poor buying tape. Rolled carpet is heavy. Stand it up or hang it and it’ll unroll quickly. The PVC and wood give support to keep the roll together and a frame for hanging.
