The water source would have to be above the top of the fountain and allowed to run down into pots and drain out the bottom to be carried away. The water source would have to be constant.

Why do I need to seal the holes that I drilled into the bottom of a flower pot when making a small water fountain?

The seal is to avoid the water leaking back into the pot. If you notice, there is a tube that comes out through the hole and sealed around it.

What size and how strong should the pump I get be?

That requires a lot of information about the size of your fountain and the structure of your fountain. Basic things to take into consideration are: the flow rate of water out the fountain nozzle and pressure acting on the fluid. Bernoulli's equation on conservation of energy for fluids comes in handy here. However, a small water pump (can find one on e-bay) should be sufficient (3500 to 4000 L/hour flow rate) for home use.
