If the server just started, it would take exactly 4 hours for him to spawn but you can't really tell for how long the server has been online in a public server, so I would highly recommend to have a newly run private server and wait for 4 hours exactly.

You need to talk to the alchemist at Green Zone. You need to be level 850 or more and the Human race. He will ask you to find 3 flowers - Red, Blue and Yellow. You get the Red flower at some specific spots in the second sea, only in the morning. Similarly for the blue flower, but it only spawns at night. The yellow flower can be obtained by killing NPC, which takes a bit longer. After that, talk to the alchemist again and he will ask you to pay 500,000 belli.
