Download 7-Zip from the Internet to your computer desktop, then when it's downloaded and installed to your computer, go to your mod file, right click it and click the "extract to..." option. Extract it to your desktop (or wherever you have space), then when it's done, it'll be in file form and you'll be able to use it.

How do I open Horizon on my Xbox 360's Skyrim?

It cannot be opened on Xbox 360. Just drag the mod to horizon on the PC and then after it is done, save it to a USB. Then plug the USB into the Xbox and open storage. There you should see the USB drive with the mods.
