How do I get to the pack a punch?

Place one turbine in the area where you fall down into the power station. Then get another turbine and place it behind the vault door (you can get there with grenades). This is easier with more than one person.

You must wait for the Electric man to shapeshift into the humanoid form then repeatedly stab him or hit him with the galvaknuckles. He'll back off and then later come back at you, do this process five more times and he'll die.
