Can a man lift the operator from the ground as a normal operation?

He can, yes, but this is not recommended as an operator on the ground may not be able to see exactly how close the man on the lift is to elevated dangers such as power lines, beams, branches, etc. An elevated passenger can be injured or killed if remotely moved into any of these.

How do I paint a high metal roof?

Any water base or oil paint can be used. A better paint is Rustoleum. If on steep angle tie, rope over the roof for safety. I often nail strips of wood in case I slip. You can remove them and fill the holes with screws.
